What Masonboro Bluffs's governing documents say
This document creates the Trails End Boat Ramp Association, a voluntary association for property owners on Trails End Road in the Masonboro Bluffs subdivision. It governs access to and use of a private boat ramp and right-of-way to Masonboro Sound. Membership is open to lot owners who choose to join, but non-members retain the same ramp-use rights. The association's purpose is to manage, maintain, and control access to the ramp for property owners, their families, guests, and tenants.
- What this document covers: This is a declaration and bylaws for a boat ramp association, not a full homeowners association. It only governs the use and maintenance of a 445-foot by 35-foot private right-of-way and boat ramp. It does not regulate homes, lots, or any other common areas.
- Who can use the boat ramp: All property owners on Trails End Road (whether members or non-members), their families, guests, and tenants may use the ramp. Use is at your own risk, and the association is held harmless for injuries.
- Permitted uses: The ramp may only be used to launch and remove boats. Boats, trailers, and cars must be removed immediately after use. No docking, commercial use, or other activities are allowed without board approval.
- Parking & vehicles: Parking is allowed only in designated areas; overnight parking is prohibited. Vehicles must drive no more than 10 mph on the right-of-way.
- Noise & nuisance: No obnoxious or offensive activity is allowed. Members must minimize noise. No refuse, trash, oil, or gasoline may be released into the sound or discarded on the right-of-way.
- Membership & voting: Membership is voluntary for lot owners. Each lot gets one vote. Annual dues are $1 per year (waived for senior citizens). Additional costs are funded by voluntary contributions.
- Enforcement: The association and any member may enforce the rules. Failure to enforce any provision does not waive the right to enforce it later.
- What this document doesn't cover: This document does not cover any rules about homes, lots, architectural standards, pets, leasing of homes, or any other aspect of residential life. It only addresses the boat ramp and right-of-way.
