Parsley Woods is a single-family home subdivision in Wilmington, NC, governed by a homeowners' association (HOA). These restrictions apply to all lot owners and are designed to maintain the residential character and appearance of the community.
- Residential use only: All lots are restricted to single-family residential use only. No business, manufacturing, commercial, or professional activities are allowed.
- Minimum home size: Single-story homes must have at least 2,000 sq ft of heated floor space; two-story homes at least 2,400 sq ft; three-story homes at least 3,000 sq ft. Square footage over a garage does not count. A two-car garage is required.
- Exterior materials & design: Exteriors must be conventional frame, brick, clay brick, or stucco. Concrete block, asbestos, aluminum siding, cinder block, and tar paper are prohibited. All detached structures must match the dwelling's design. Driveways must be black or dark gray concrete, brick, asphalt, or exposed aggregate.
- Setbacks & site approval: No fixed setback lines; the developer (later the HOA) controls site and location. Minimum setbacks: non-waterfront lots 40' front, 10' side, 30' rear; waterfront lots 25' front, 10' side, 75' rear. Dwellings cannot vary more than 10' from adjacent homes' front/rear setbacks without approval.
- Pets: No more than four household pets per lot. No livestock, poultry, or exotic animals. Pets must be restrained or confined to a fenced area or inside the house. Owners must keep the lot clean of pet debris.
- Parking & storage: No boats, trucks, cars, trailers, campers, motorcycles, or recreational vehicles may be parked or stored on common areas or street rights-of-way. Inoperative junk cars and unsightly equipment are prohibited.
- Prohibited uses & activities: No yard sales or garage sales. No outdoor clothes drying or clotheslines. No temporary structures (mobile homes, tents, etc.) as dwellings. No advertising signs except one small 'For Sale' sign on improved lots. No exposed fuel tanks. No satellite dishes; radio antennas require permission.
- HOA assessments & governance: The Parsley Woods Owners Association levies annual and special assessments on all lots. Annual assessments can increase up to 10% per year without member vote; larger increases require 2/3 member approval. Special assessments for capital improvements also require 2/3 approval. Unpaid assessments bear 10% interest and become a lien on the lot.
