Lea Landing is a planned community of single-family homes in Wilmington, NC, governed by a homeowners association (HOA). This declaration applies to all lot owners, residents, and guests, and establishes rules for property use, assessments, and architectural control.
- What you own & maintain: You own your lot and home; the HOA owns and maintains common areas including open space, private streets, and drainage easements. The HOA also carries master insurance for common areas.
- Assessments & fees: Annual assessments start at $300 per lot per year, can increase up to 5% annually without a vote, and are due monthly. A one-time $200 transfer fee is due at closing. A working capital fee equal to two months' estimated assessment is also required at purchase.
- Architectural review: All exterior changes, including buildings, fences, and landscaping, require prior written approval from the HOA board or its architectural committee. Homes must be at least 1,200 square feet of enclosed dwelling area (excluding garages and decks).
- Use restrictions: Lots are for single-family residential use only. No commercial activity, noxious activities, or solicitation without permission. No inoperable vehicles, boats, campers, or commercial vehicles visible. No above-ground pools, clotheslines, or chain-link fences. No more than three unrelated persons may occupy a dwelling.
- Pets: Dogs, cats, and other household pets are allowed but not for commercial purposes. They must be leashed and personally escorted when outside.
- Parking & vehicles: Each lot must provide off-street parking for 2-3 passenger vehicles on a paved surface. Overnight street parking is prohibited. Inoperable or unregistered vehicles may be towed at owner's expense.
- Stormwater & environmental restrictions: Maximum built-upon area per lot is 2,700 square feet. Drainage patterns cannot be altered without state approval. A 50-foot vegetative buffer is required adjacent to surface waters.
