Belle Meade Plantation is a single-family home HOA in Wilmington, NC. These Community Standards supplement the governing documents and apply to all lot owners, tenants, families, guests, and invitees. The document covers rules on exterior changes, landscaping, parking, pets, leasing, and more.
- Assessments & fees: Annual assessment is $1,480 per lot (as of Jan 2021), payable in full by Jan 30 or in quarterly installments of $370. Late fee is $20 after a one-month grace period. Returned check charge is $25. Special assessments may be levied for major repairs.
- Architectural review: All exterior changes (fences, paint, landscaping, etc.) require prior written Board approval using the Architectural and Landscape Change Request Form. Approval is at the Board's sole discretion. The Board reviews requests within 30 days of receiving complete information.
- Exterior design & maintenance: Homes must maintain a Charleston-style appearance. Pre-approved paint colors are listed. Exterior decorative shutters are not permitted; removable storm shutters require approval. Garage doors must be white, single, double-sized. Driveways must be concrete. Fences must be black metal, no taller than 48 inches, and only in back/side yards.
- Landscaping & yard maintenance: BMPOA provides lawn mowing, edging, pruning (up to 10 ft), limbing up to 8 ft, spot weed treatment, and annual pine straw application. Lot owners are responsible for irrigation, fertilization, weed control, and replacing dead turf over 200 sq ft. Only Centipede and approved Zoysia/St. Augustine turf allowed. Pine straw is the only permitted mulch.
- Leasing & rentals: No lease for less than six months; no transient or hotel use. Tenants must follow all rules. Owner must provide a copy of the lease to the Association Secretary within one week of signing.
- Parking & vehicles: No boats or trailers may be stored outside a garage. No tractor-trailers, campers, or motor homes allowed without Board consent. Inoperable vehicles may only be parked in driveways or alleys for up to one week. Parking on sidewalks or lawns is prohibited.
- Pets: Only dogs, cats, or other household pets are allowed, not for commercial purposes. Pets must not run loose. Owners must clean up waste immediately. Yards must be clear of pet waste by 8:00 AM on landscape service days (Tuesdays as of July 2017).
- Violations & fines: Violations are handled through a three-notice process: courtesy notice, warning letter, and hearing notice. Fines up to $100 per day may be imposed. Voting privileges and eligibility for Board election may be suspended until the violation is cured.
