Ruffin's River Landing is a standard single-family home HOA in Bolivia, NC. This document is the full declaration of covenants, conditions, restrictions, and easements (CC&Rs) that apply to all homeowners in the subdivision. It covers what you can and cannot do with your property, association fees, architectural rules, and how the HOA is run.
- What you own & maintain: You own your single-family lot and home. The HOA maintains common elements like private streets and stormwater facilities. You must maintain your own property, including landscaping, and keep it in good condition.
- Architectural review: You must get written approval from the Architectural Control Committee before any construction, alteration, or landscaping. Plans are reviewed within 60 days. Unapproved changes can be removed at your expense.
- Use restrictions: Lots are for single-family residential use only. Minimum heated living area is 1,800 sq ft. Manufactured homes, mobile homes, and trailers are prohibited. No outside antennas, clotheslines, or burning. No junk vehicles, off-road vehicles, or overnight camping in RVs.
- Pets & animals: Only household pets (dogs, cats) are allowed, not for commercial purposes. They must be restrained at all times. No livestock, poultry, or other animals.
- Parking & vehicles: All motor vehicles must have functioning mufflers. No all-terrain vehicles, dirt bikes, or off-road vehicles. No motor homes, campers, travel trailers, or boats may be kept on lots or common areas. Vehicles must be parked in the garage or designated spaces; garage doors must be kept closed except when entering/exiting.
- Leasing & rentals: The document does not restrict leasing or rentals. There is no minimum lease term or limit on the number of tenants.
- Assessments & fees: Annual assessments start at $400 per lot (2008), can increase up to 20% per year without a vote, or more with 67% owner approval. Special assessments require 67% vote. Late fees and 18% interest apply. Unpaid assessments become a lien on the property.
- Stormwater regulations: Maximum built-upon area per lot is 5,880 sq ft. A 30-foot vegetated buffer must be maintained between impervious areas and surface waters. Roof drains must terminate at least 30 feet from surface waters. These rules cannot be changed without state approval.
