Whispering Pines is a single-family home subdivision in Wilmington, NC, governed by a homeowners' association (HOA). These covenants, conditions, and restrictions (CC&Rs) apply to all lot owners and residents, setting rules for land use, construction, maintenance, and assessments.
- Land use & building type: Lots are restricted to single-family residential use only. No duplexes, multi-family, or businesses are allowed. Only one dwelling per lot, not exceeding two stories, plus a private garage and small accessory buildings.

The Association maintains planting easement areas, storm drainage, and shares cost of the Dawning Creek detention pond. Owners must keep lots free of weeds, underbrush, and unsightly objects.
- Pets & animals: Only dogs, cats, or other household pets are allowed, not kept for commercial purposes, and must be leashed and not run free. No livestock, poultry, or other animals.
- Vehicles & parking: No boats, campers, trailers, mobile homes, or similar vehicles may remain on lots or streets without written consent. Inoperable vehicles without current registration and insurance are prohibited and may be towed. No tractor-trailers allowed.
- Assessments & fees: Annual assessments are set by the Board of Directors, with a maximum increase of 5% per year without member vote (or up to $240 per lot initially). Special assessments for capital improvements require a 2/3 vote. Assessments are a lien on the property and personal obligation of the owner.
