Robert R. Taylor Estates is a 96-unit multi-family rental community for low-income seniors in Wilmington, NC. This document is a Declaration of Deed Restrictions that binds the owner and operator (not the tenants) to affordability rules under the HOME Investment Partnerships Program. It is not a full set of community rules for residents.
- Affordability & rent limits: All units must be maintained as affordable housing. Maximum gross rent (including utilities) is set by HUD regulations (24 CFR 92.252). If a tenant's income exceeds 80% of area median income, their rent may be increased to 30% of adjusted monthly income.
- Lease terms: All leases must be for at least one year, unless both tenant and landlord agree otherwise.
- Nuisances & property upkeep: The property must not be used in a way that makes it appear unclean or unkept, or that creates foul odors or disturbs the peace of neighboring properties.
- Duration of restrictions: These restrictions run with the land and remain in effect until at least December 31, 2028, or the end of the HOME loan term, whichever is later. They automatically terminate upon foreclosure or deed-in-lieu, but may revive if the former owner reacquires the property.
