Vantage Point at Covil Estates is a single-family home HOA in Wilmington, NC. All lot owners are automatically members of the HOA and also of a separate amenities corporation (Covil Estates Amenities, Inc.) that operates the pool, tennis courts, and clubhouse. The rules are designed to protect property values and apply to owners, tenants, and guests.
- What you own & maintain: You own your lot and house. The HOA maintains common areas, storm drainage, and utility easements; you maintain your lot, driveway, and any fences. You must keep your lot mowed and clear of unsightly objects.
- Architectural review: All construction, alterations, fences, and landscaping must be approved by the Developer or Architectural Review Committee before starting. Minimum house size is 2,400 sq ft (one story) or 2,800 sq ft (two+ stories), with at least a two-car garage. Exterior materials are limited to conventional frame, brick, wood, clay brick, or stucco.
- Assessments & fees: Annual assessments were initially $750 ($330 for Vantage Point HOA + $420 for Covil Estates Amenities). The HOA can increase assessments up to 10% per year without a vote; higher increases need 2/3 member approval. A working capital fee of 3 months' assessment ($82.50 initially) plus $70 for amenities is due at closing. Special assessments for capital improvements require 2/3 member vote.
- Use restrictions: Lots are single-family residential only. No mobile homes, modular homes, temporary structures, boats visible from street, satellite dishes without approval, yard/garage sales, clotheslines, or inoperative vehicles. Pets must be kept inside; no farm animals or fowl. All fuel tanks must be buried.
- Leasing & rentals: The document does not restrict leasing terms or require owner occupancy, but tenants must comply with all rules. The Declarant must pay assessments on lots rented to tenants.
- Parking & vehicles: Each lot must have off-street parking for at least 4 cars and a paved driveway. Boats must be stored out of street view. Inoperative or unlicensed vehicles are not allowed.
- What this document doesn't cover: This is the original 1995 Declaration. It does not include current assessment amounts, specific pet limits, or any later amendments. It also does not cover rules for the amenities (pool, tennis, clubhouse) — those are set by Covil Estates Amenities, Inc.
