What Westgate of Hoke Homeowners Association, Inc.'s governing documents say
Westgate of Hoke Homeowners Association, Inc. governs multiple single-family residential subdivisions (including The Hollies, The Maples, The Oaks, and The Pines) in Raeford, NC. This is a standard homeowners association for detached single-family homes — you own your lot and house, and the HOA enforces rules and collects dues. The documents include restrictive covenants covering land use, construction standards, and homeowner obligations.
- Land use & building type: All lots are for single-family residential use only. Each lot may have one detached single-family home (max 2.5 stories), a garage for up to 3 cars, and approved outbuildings. No mobile homes, modular homes, or group family homes are allowed.
- Minimum home size: Minimum ground-floor size varies by subdivision: 1,200 sq. ft. (Oaks), 1,000 sq. ft. (Hollies, Maples), or 1,600 sq. ft. (Pines) for single-story homes; two-story homes require at least 700 sq. ft. (Oaks) or 600 sq. ft. (Hollies, Maples) or 900 sq. ft. (Pines) on the first floor. Measurements exclude porches and garages.
- Setbacks & fences: Front setback is 30 ft. (Hollies, Maples, Oaks) or 40 ft. (Pines) from the street; side setbacks at least 10 ft.; corner lots maintain 15 ft. from side streets. Fences cannot be closer to the street than the rear corners of the house; visible fences must be white vinyl privacy, white vinyl picket, or ornamental iron/aluminum.
- Architectural & exterior changes: All new construction, exterior alterations, changes in color, and landscaping plans must receive prior written approval from the Developer or Association. Approval is presumed if no response within 30 days. The Developer retains broad authority to reject plans for aesthetic reasons.
- Animals & pets: Up to two domestic dogs or cats are allowed per lot. No livestock, poultry, or reptiles. 'Dangerous' breeds (pit bulls, rottweilers, Dobermans, chows) require a 6-ft. privacy fence plus an interior 6-ft. chain-link fence, a $1,000,000 liability insurance policy, and may not be exercised off-leash in the neighborhood.
- Parking & vehicles: No dismantling or storing mechanically defective vehicles unless in an enclosed garage. Commercial trucks (e.g., 18-wheelers) are prohibited except during deliveries. Camping trailers, motor homes, and RVs may be parked only behind the front corner of the house and must be well-maintained; they cannot be used as residences.
- Yard maintenance & trash: Owners must keep yards well-manicured, grass short, and shrubs pruned. Trash containers may be placed at the street only the evening before pickup and must be removed by the evening of pickup day. The Association may perform maintenance and lien the owner for unpaid costs.
- HOA dues & assessments: Annual HOA dues are $180 (payable annually) for Hollies and Oaks, or $360 (payable quarterly) for Maples and Pines. Dues increase to $360/year if a pool and clubhouse are built. A one-time start-up assessment of $75 is due upon sale from the Developer.
