Thistle Downs is a single-family home community in a golf club setting in Bolivia, NC. These rules apply to homeowners (lot owners) and their tenants, guests, and invitees. The community is governed by a homeowners association (Thistle Downs Property Owners Association, Inc.) and is still under developer control (Declarant DGH Thistle, LLC) until a future Turnover Date.
- Residential use & home businesses: Lots are for residential use only. Timesharing and interval ownership are prohibited. Limited home businesses are allowed if not detectable from outside, generate no extra traffic, and comply with all laws.
- Leasing & rentals: Leases must be for at least 12 months; only the entire residence may be leased. No short-term or vacation rentals.
- Pets: Up to 3 usual household pets per residence. No breeding or commercial keeping. Pets must be leashed on common areas, and owners must immediately remove waste.
- Architectural review: All exterior improvements (including landscaping, fences, paint, and structures) require prior written approval from the Architectural Control Committee (ACC). Plans are deemed approved if not acted on within 60 days. The ACC may deny for purely aesthetic reasons.
- Parking & vehicles: No on-street overnight parking. No parking on lawns. Boats, jet-skis, golf carts, and recreational vehicles must be stored in garages. Commercial vehicles, trailers, and campers may not be parked over 12 hours except in enclosed garages.
- Construction & completion: Exterior construction must be completed within 16 months (or 18 months for other improvements). No residence may be occupied until a certificate of occupancy is issued and ACC final inspection approved.
- Stormwater & impervious surface: Maximum impervious surface per lot is 8,000 square feet. A 30-foot vegetated buffer must be maintained between impervious areas and surface waters. Drainage plans must be approved and cannot be altered without state consent.
- Golf club & amenities: The community includes an Amenity Center (pool, hot tub, deck) for use by lot owners and their guests. The golf club property is separate and not part of the common area. Private golf carts may be used only by golf club members and must comply with club rules.
