Springstone is a single-family home subdivision in Bolivia, NC, governed by a homeowners' association (HOA). This document is the full declaration of covenants, conditions, easements, and restrictions that apply to all lot owners, residents, and their guests.
- What you own & maintain: You own your lot and the house on it. The HOA owns and maintains the common properties (e.g., roads, amenities). You must keep your lot free of weeds, debris, and unsightly conditions; the HOA can step in and charge you if you don't.
- Architectural review: Before any construction, alteration, fence, or landscaping, you must submit plans to the Declarant (during developer control) or the Architectural Control Committee/Board for approval. Approval can be denied for any reason, including aesthetics. Houses must be at least 1,400 heated square feet.
- Use restrictions: Lots are for single-family residential use only. No business, industry, or profession is allowed. No temporary structures, trailers, or mobile homes as residences. No noxious or offensive activities.
- Parking & vehicles: Each lot must provide off-street parking for at least 2 cars. Boats, campers, trailers, and inoperable vehicles are not allowed on lots or streets without written permission. Vehicle repairs are only allowed in garages or areas not visible from the street.
- Pets: Dogs, cats, and other household pets are allowed but not for commercial purposes. They must be leashed or controlled and not become a nuisance. No livestock or poultry.
- Leasing & rentals: The document does not restrict leasing or set minimum lease terms. Owners may lease their lots, but tenants must comply with all rules, and the owner remains responsible.
- Assessments & fees: All lot owners pay annual assessments set by the Board, which can increase up to 10% per year without a vote (or up to $200 initially). Special assessments for capital improvements require 67% owner approval. Unpaid assessments become a lien on the lot and accrue 18% annual interest.
