New South Bridge is a planned community in Bolivia, NC, governed by a homeowners' association (HOA). This document is the full set of covenants, conditions, and restrictions (CC&Rs) that apply to all lot owners, residents, and guests. It covers property rights, assessments, use restrictions, architectural review, and maintenance obligations.
- What you own & maintain: You own your lot and dwelling; the association maintains common elements (e.g., private roads, perimeter fencing, stormwater ponds) and limited common elements for townhomes (exteriors, roofs, yards). Lot owners must keep their property free of weeds, debris, and in good repair.
- Assessments & fees: Annual assessments fund common element maintenance; separate limited common element assessments apply to townhome owners. Special assessments require two-thirds vote of affected members. A $250 working capital fee is due at first occupancy. Assessments become a lien if unpaid after 30 days.
- Leasing & rentals: Leases must be for at least four months and in writing, with a clause requiring tenant compliance with HOA rules. Transient rentals are strictly prohibited. Leases must be submitted to the association for verification.
- Architectural review: All exterior changes (structures, painting, fences, landscaping) require prior written approval from the Architectural Review Committee. Plans are deemed approved if not acted on within 30 days. Minimum dwelling size is 1,300 heated square feet (10% variance allowed).
- Vehicles & parking: Each lot must provide off-street parking for at least two cars. Boats, campers, trailers, and inoperable vehicles are not allowed on lots or streets without written consent. Vehicle repairs must be in garages, not visible from the street.
- Pets & animals: Household pets (dogs, cats) are allowed but not for commercial purposes; they must be leashed and not become a nuisance. Livestock and poultry are prohibited.
- Golf course: A nine-hole par-3 golf course is planned as an amenity. Developer controls it until transfer to the association, which must occur by December 31, 2020. Annual passes may be sold to non-owners.
- Stormwater & environmental rules: Maximum built-upon area per lot is 3,300 square feet. A 30-foot vegetated buffer must be maintained between impervious areas and surface waters. Roof drains must terminate at least 30 feet from water. Altering drainage or filling swales is prohibited.
