Octavia is a residential townhouse development in Wilmington, NC, governed by a homeowners association (HOA). Each owner holds fee simple title to a lot and townhouse unit, and shares ownership of common areas. The HOA maintains exteriors (roofs, paint, landscaping) and carries master insurance; owners are responsible for interiors, HVAC, decks, and rear lots.
- What you own & maintain: You own your lot and townhouse unit. The HOA maintains roofs, exterior paint, soffits, gutters, fences built by the developer, trees, shrubs, grass, walks, drainage, and buffers. You maintain interiors, HVAC, decks, glass surfaces, and the rear lot area.
- Assessments & fees: Annual assessments start at $1,080/year ($90/month) per lot, with a possible initial increase to $1,200/year ($100/month). Annual increases are capped at 5% without a membership vote. Special assessments may be levied for capital improvements. A two-month working capital assessment is due at closing.

- Use restrictions: Lots are for residential single-family townhouse use only (max 3 stories). No noxious activities, junk vehicles, temporary structures, yard sales, or outside antennas/satellite dishes over 18 inches without permission. Window coverings facing the street must be generally white. No furniture on ground level; grills only in rear. Clotheslines allowed only in rear ground floor.
- Occupancy limit: The number of related and unrelated occupants is limited to three per lot, even if city ordinances allow more.
