These rules bind all property owners and lessees within the park, regulating land use, construction, and maintenance to support the county's economic development strategy.
- Permitted uses: Only specific civic, institutional, and industrial uses are allowed, as listed in the covenants (e.g., design & technology services, food manufacturing, warehousing). Uses that are dangerous, noxious, or offensive (by dust, odor, noise, etc.) are prohibited.
- Construction timeline: Initial property owners must begin improvements within 12 months of purchase and complete infrastructure within 24 months. Extensions of up to 12 months may be granted for good faith efforts; failure allows the county to repurchase the property at the original sale price.

- Board composition & modification: The initial board includes county officials and the CEO of Wilmington Business Development. Once the park is fully developed, each lot owner gets one vote. Covenants may be amended by owners of 65% of the land area, with board approval.
