Northridge Estates is a standard single-family home HOA in Grand Junction, Colorado. These are the association's bylaws, which govern how the HOA operates—covering membership, elections, meetings, assessments, and an architectural review process. Any lot owner in Filings 1, 2, or 3 is automatically a member and must follow these rules.
- Membership & voting: You automatically become a member when you own a lot in the subdivision. Each lot gets one vote, and voting is done at annual meetings (held in June) or by proxy. Co-owners can designate one representative to vote. The HOA can suspend voting rights for rule violations or unpaid assessments.
- Board of directors & elections: A seven-member board runs the HOA. Three directors come from Filing 3, two from Filing 1, one from Filing 2, and one at-large. Directors serve three-year terms and are elected by all members. Only lot owners in the filing they represent can be directors.
- Assessments & fees: The board sets annual operating and maintenance assessments by dividing total estimated costs among all lots. Additional assessments can be levied if funds run short. Payments are due 30 days after billing. The HOA can also charge reimbursement assessments if an owner's failure to follow rules causes the association to spend money.
- Delinquency & liens: Unpaid assessments become personal debts. The HOA can sue, file a lien against your lot, and deny you irrigation water or facilities. Liens are subordinate to first trust deeds held by institutional lenders. You can request a certificate of paid assessments for a fee up to $25.
- Architectural review: You must get written approval before building anything new or altering existing structures. Submit plans and specifications to the board or a three-member Architectural Control Committee (if appointed). They have 30 days to approve or deny, and they check compliance with recorded covenants.
- Common services & maintenance: The HOA may supply irrigation water, maintain drainage courses if no public entity does, and contract for other public-like services (e.g., maintenance, utilities). It can also buy insurance, own property, and employ managers.
