What Stetson Valley's governing documents say
Stetson Valley is a master-planned community in Phoenix, Arizona — it's not a condominium or townhome association, but a standard homeowners' association (HOA) with single-family lots, governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs). This guide is for homeowners, prospective buyers, and residents who want to know what living here requires.
- What you own & maintain: You own your lot and the house on it. The association maintains the common areas (parks, streets if not taken over by the city, and other shared property). You are responsible for everything on your lot except items the CC&Rs or a plat assign to the association.
- Architectural review: You need prior written approval from the Architectural Review Committee (ARC) for any change that is visible from a neighboring property — including new fences, sheds, paint colors, patios, and even landscaping. Certain smaller items (in-ground pools in rear yards, low swing sets) don't require prior approval but still must follow the Design Guidelines. The ARC can charge a fee and may require a bond.
- Residential use & home businesses: All lots must be used exclusively for residential purposes. A home-based business is allowed only if it's not detectable from outside (no noise, traffic, or signs), complies with zoning, and doesn't create a nuisance. Leasing your home is not considered a business under this rule.
- Leasing & rentals: You may lease your entire lot, but the lease must be in writing for a term of at least 30 days. The lease must state it is subject to the HOA rules, and you must give the association the tenant's name and contact info before the lease starts. Short-term rentals under 30 days are not permitted.
- Vehicles & parking: No trucks, RVs, boats, campers, or trailers may be parked where visible from neighboring property — except on a concrete driveway for up to 72 hours for loading/unloading. Regular passenger cars (under 7 feet tall and 22 feet long) must be parked in your garage or on your concrete driveway; street parking is allowed only if garage/driveway space is insufficient. Repairing vehicles on your property is prohibited except for emergencies.
- Pets & animals: Only 'generally recognized house or yard pets' are allowed — no livestock, poultry, or reptiles. Dogs must be leashed (max 6-foot leash) when off your lot and must not enter other lots. Pet structures (dog houses) must not be visible from neighboring property. You must clean up pet waste immediately on any common area or other lot.
- Signs & antennas: No commercial signs visible from neighboring property without ARC approval. One 'For Sale' sign by a licensed real estate agent is allowed. Political signs are permitted but can be regulated. 'For Rent' signs are currently prohibited until the developer's special rights expire. Antennas and satellite dishes require ARC approval unless prohibited by federal law.
