What Heritage Village III's governing documents say
Heritage Village III is a planned community in Phoenix, AZ, governed by a Homeowners Association (HOA). This document is an unofficial set of Rules and Regulations that apply to all residents, including tenants, and supplements additional governing documents from the McCormick Ranch master association.
- Assessment payments & penalties: Regular quarterly assessments are due in advance on Jan 1, Apr 1, Jul 1, Oct 1. Late payments incur a one-time 10% late fee; if still unpaid by the end of the third month, a lien may be filed. Special assessments follow the same penalty schedule.
- Leasing & rentals: Owners of non-owner-occupied units must provide tenants a copy of the rules and are responsible for tenant compliance. Scottsdale zoning prohibits leases under 30 days; violations may be reported to the city and result in HOA fines.
- Pets: No animal may cause a hazard or nuisance. Dogs and cats must be leashed when walked, and droppings must be promptly cleaned up. Uncollected droppings in patios or courtyards may result in loss of Association landscape maintenance.
- Parking & vehicles: Passenger vehicles, small trucks/vans/campers (¾ ton or less) may park in driveway or garage. Larger vehicles, trailers, boats, and commercial vehicles must be kept in a garage. On-street parking is for short-term use only; overnight street parking is prohibited. No vehicle may be stored, neglected, or abandoned.
- External changes & maintenance: All permanent exterior changes require written approval from the HVIII Board of Directors (submit via Property Manager); some proposals may also need McCormick Ranch Architectural Control Committee approval. Homeowners must maintain their unit exterior; the Association inspects annually in November, requiring corrective action by March 15. Fines may be assessed for non-compliance, and failure to pay can lead to a lien.
- Use restrictions & noise: No part of the premises may be used for business, professional, commercial, religious, or institutional purposes. Noxious or offensive activities that annoy the neighborhood are prohibited. Audio equipment must not cause objectionable noise.
- Common area amenities: Pools, spa, and ramada areas are for residents and guests only; children under 12 must be accompanied by an adult; no pets, food, or breakable items are allowed. Tennis courts require advance sign-up (max 1.5 hours). Speed limit on HVIII streets is 25 mph.
- Signs, flags, garage & estate sales: Real estate signs cannot exceed 9"x30" and must be in the front planting area or a window; only one per house (plus one extra during open house). National flags may fly anytime; other banners/flags for special events are limited to 5 days. Garage/estate sales must be indoors, limited to one sale every six months, lasting no more than two consecutive days. Garage doors must stay closed when not in use (may be left open 2-3 feet for daytime ventilation).
