What Valencia Residential Owners Association, Inc.'s governing documents say
Valencia is a standard single-family home HOA community in Manvel, TX. Homeowners own their lot and house; the association maintains common areas and can step in to maintain lots at the owner's expense. Leases must run at least 12 months, and residents must follow the covenants and any future rule changes.
- Leasing & rentals: You may rent your home, but only for terms of 12 months or longer. All leases must be in writing, and you must give the association a copy within 10 days of the lease's start date.
- Pets: No more than three cats or dogs per home. Only domestic household pets are allowed; exotic animals and livestock are banned. Pets must be leashed unless in a fenced yard, and waste must be cleaned up. If a pet becomes a nuisance or dangerous, the owner may be required to remove it.
- Parking & vehicles: No mobile homes, travel trailers, or RVs may be parked on lots or streets, other than inside a garage. Boats, campers, tractors, and inoperable vehicles must be kept out of sight. Portable basketball goals must be stored in the garage or rear yard when not in use.
- Architectural review: Almost any exterior change—including fences, storage sheds, playscapes, solar panels, swimming pools, and landscaping—needs prior written approval from the Architectural Control Committee (ACC). Fences must be between 6 and 8 feet tall and cannot extend forward of the home's front elevation. Above-ground pools are not allowed.
- Signs & flags: One temporary For Sale sign (max 5 sq ft per side) and certain political or youth-affiliated signs are allowed. For Lease and For Rent signs are prohibited. You may display a U.S., Texas, or military flag on a 5-foot flagpole attached to the home without approval; a separate freestanding flagpole up to 20 feet tall requires ACC approval.
- Maintenance responsibilities: Homeowners must keep their lot and all structures in good, clean condition—mowing, trimming, repairing, painting as needed. The association may step in to maintain a lot if it believes the owner cannot or will not, and bill the owner for it.
- Business & home occupations: Lots are for single-family residential use only. No commercial businesses open to the public are permitted. Home-based businesses are allowed only if run by a resident, no customers visit the home, no signs or excessive traffic appear, and the business doesn't create a nuisance.
