Windcrest is a planned single-family home community in Holly Springs, North Carolina. This document is a First Amendment to the community's Declaration of Protective Covenants, which modifies existing rules about association maintenance, window treatments, and buffer areas.
- Association maintenance & what you own: The association is responsible for common property — entry features, storm water facilities, recreational facilities, greenbelts, and front-yard landscaping in Village Neighborhoods up to the side-yard fence. It also maintains street trees required by the town and perimeter buffer areas. The association may also choose to maintain other property not owned by it if the board decides it benefits owners.
- Window treatments: No foil or other reflective material may be used on windows for sunscreens, blinds, or shades. The side of all window treatments visible from outside must be white or off-white, except stained wood blinds or shutters.
- Buffer areas & Neuse River buffers: Areas designated as 'Buffer Areas' must remain undisturbed — no improvements except utility lines, easements, and pedestrian/vehicular access ways. Owners next to buffer areas may plant trees, flowers, and shrubs only with prior written architectural review committee approval. Neuse River Buffers (NRBs) must comply with local, state, and federal regulations, including the North Carolina Administrative Code.
