Highland Homes HOA (Towne Park Estates II) is a standard single-family home HOA in Lakeland, FL. It is NOT a condominium. You own the lot and house, and the HOA oversees the community's common areas and enforces use restrictions; all owners are automatically members of the association.
- Architectural review: Most exterior changes (fences, sheds, decks, pools, landscaping, paint, mailboxes, solar panels, etc.) require prior written approval from the Architectural Review Board (A.R.B.). Plans and specs must be submitted; the A.R.B. has 30 business days to approve or deny. Unapproved changes may have to be removed.
- Fences & walls: Fences need A.R.B. approval. Allowed materials: white or tan PVC, or black aluminum. Chain link is only allowed as black vinyl-coated across rears of waterfront/preservation lots. Barbed wire and electric strands are banned. Height: 3 to 6 ft. Front-yard fences generally not allowed; if integral to the home's architecture, max 3.5 ft.
- Animals & pets: Up to 3 household pets per home (dogs, cats, etc.). A waiver can allow up to 5 pets, but the waiver only lasts for the life of those pets and cannot be transferred. Pit bulls, Presa Canarios, and their crossbreeds are banned. Livestock (swine, goats, horses, chickens, etc.) are prohibited. Pets must be leashed outside and owners must clean up waste.
- Parking & vehicles: Vehicles must park on paved surfaces (garage or driveway), not on lawns. No more than 3 vehicles overnight per home without written consent. Unlicensed or inoperable vehicles cannot remain more than 12 hours unless garaged. Commercial vehicles cannot park overnight unless inside a garage. Boats, RVs, jet skis, trailers, campers, and buses must be kept fully enclosed in a garage or in a designated area.
- Leasing & rentals: The document does not place any specific restrictions on long-term or short-term rentals; the HOA summary says 'no limitations noted' and the declaration does not contain rental restrictions beyond the general commercial-use prohibition.
- Landscaping & yard use: A.R.B. approval is needed for any changes to yards, landscaping, shrubbery, or flora.
