What Columbine Village Homeowners Association's governing documents say
Columbine Village is a townhome community in Woodland Park, Colorado, governed by a homeowners association (HOA). These documents show a history of amendments to the HOA's bylaws and covenants, including rules on meeting times, fiscal years, assessments, architectural changes, and repainting requirements. Because these are fragmented and often outdated records, they do not provide a complete, current set of governing rules.
- Annual meetings: The annual meeting date and time have been changed over the years; the most recent amendments set it for the first Wednesday in August at 6:30 PM.
- Assessments & fees: Annual assessments are payable monthly in advance. If a payment is more than 10 days late, a $5 late fee is added; after 30 days, 18% interest accrues. Unpaid assessments can lead to a lien, credit bureau reporting, and loss of voting rights.
- Architectural review: No exterior changes (painting, additions, alterations) may be made without written approval from the Architectural Control Committee or the Board, submitted with plans showing nature, materials, and location. The committee must respond within a month and nearby homeowners get 10 days to comment before approval.
- Repainting requirement: Homeowners must repaint the exterior of their unit every five to seven years after the most recent painting, unless special circumstances warrant otherwise. Failure to do so presumes repainting is needed for the general welfare.
- Board composition & compensation: The board has five directors, each serving two-year terms. Board members and officers serve as volunteers—they cannot be paid (2002 amendment). A board member may appoint their spouse to act in their absence, with one vote per couple.
- Fiscal year: As of 2014, the association's fiscal year runs from January 1 to December 31.
- Voting & quorum: Originally, a quorum was 60% of votes, but one amendment changed it to 51%. Later amendments adjusted meeting details. There are two membership classes: Class A (owners, one vote per lot) and Class B (declarant, with three votes per lot until a conversion date).
- What this document doesn't cover: These records do not include the full declaration of covenants, current assessment amounts, pet rules, leasing restrictions, or other common HOA rules. They are a collection of amendments and resolutions, not the complete governing documents.
