Summit View Meadows is a standard single-family homeowners association (HOA) in Grand Junction, Colorado. This document is a fine schedule and covenant enforcement policy, not the full HOA rulebook — it tells you only what violations cost and how they're handled. It binds all homeowners and their tenants.
- Annual assessment late fees: If you don't pay your annual HOA dues within 30 days after the due date, you'll be charged 20% interest per year on the unpaid amount plus all collection costs and attorney fees.
- Architectural approval: Any construction or major improvement must be approved by the architectural committee or Board before you start. If you begin without approval, you can be fined up to $50 per week until you comply.
- Landscaping approval: Major landscaping changes also need prior approval. Fines for unapproved landscaping are up to $50 per week, imposed only in extreme cases at the Board's discretion.
- Common maintenance & nuisance violations: Peeling paint, missing shingles, visible trash, unsanitary conditions, recreational vehicles left out over 24 hours, parking more than 2 vehicles in front, architectural violations, obnoxious activity/noise complaints, excessive pets/off-leash pets, and yard maintenance issues all carry fines of $25 per week (or $50 per incident for noise). The HOA can also hire a third party to fix the problem and charge you for it.
- Enforcement process: After a written complaint, the Board sends a first notice giving you 7 days to correct the issue voluntarily. If you don't, a second notice threatens fines, sets a hearing date, and lists the fine schedule. Fines start from the date of the second letter. If you skip the hearing, the Board may still levy fines. If fines go unpaid for over 30 days, the HOA can start collections and eventually place a lien on your home. A repeat violation within a year doubles the fine rate.
