- Annual assessment (dues): Homeowners pay an annual assessment of $21,945, due by February 15 each year. This covers operating expenses, maintenance of common areas, and funds the capital reserve (replacement of mail structure, cisterns, trail, parking lot, playground, picnic tables, entrances).
- Design review: All landscaping, construction, remodeling, additions, pet enclosures, storage sheds, detached garages, fencing, and other lot improvements require review and approval by the Design Review Committee before work begins.
- Fire mitigation & forestry: Homeowners must remove beetle-infected trees marked by the Colorado State Forest Service by June 2017 and control invasive weeds (e.g., mullein, Canadian thistle) as defined by Colorado statute. Participation in Firewise events is encouraged.
- Water use: Water use is limited to 122,194 gallons per year for indoor domestic use and up to 1,500 square feet of lawn or garden. Overuse or unauthorized use violates the water court decree and covenants, and the state can intervene.
- Legal affairs: HOA legal counsel advises the board as the business manager for the HOA, not individual members. If a member contacts the HOA’s lawyer without prior board approval, they will be assessed all charges (estimated $200 per hour, 30-minute minimum).
- Covenants enforcement: The covenants committee addressed eight violations in 2016, including fire mitigation and nuisance issues. The board recommends updating the covenants to remove obsolete declarant provisions, comply with state law, and benefit homeowners.
- Broadband: A committee negotiated a co-development plan with Comcast to bring state-of-the-art cable broadband to every participating owner. 72 homeowners contributed a total of $156,000 toward the $326,000 build; Comcast invested $170,000.
