What Rhonewood Park Homeowners Association's governing documents say
Rhonewood Park Homeowners Association is a standard single-family HOA in Livermore, CA, established in 1970. This document is a newsletter packet that includes excerpts from the CC&Rs, an architectural review procedure, a delinquent assessment collection policy, CCR enforcement procedures with a fine schedule, and notices about assessment foreclosure and alternative dispute resolution. It is a partial, assembled document meant to inform homeowners and prospective buyers about key rules and procedures.
- Architectural review: Exterior modifications (buildings, fences, painting, etc.) require board approval via an application process with specific time limits; if the board fails to decide within 90 days, the application is deemed approved (but not for structural changes).
- Assessment dues & late fees: The 2017 annual assessment is $380.00, due January 1, and becomes delinquent on January 16. A late fee of $60 or 10% of the assessment (whichever is greater) plus 6% annual interest is added after February 1.
- Collection & foreclosure: The association may record a lien after 30-day pre-lien notice, and may foreclose only if past-due assessments total at least $1,800 or are more than 12 months delinquent, and after offering dispute resolution. Owners may request a payment plan meeting.
- CCR enforcement & fines: Violations are verified within 10 days, then a friendly reminder or first notice is sent, followed by a hearing. Fines start at $35 per violation (e.g., for aerials, boats, architectural changes) with continuing daily fines of $25; public health violations carry a $100 initial fine. Repeat violations within six months skip the friendly reminder.
- Vehicles, parking, & storage: Boats, campers, trailers, and RVs may not be parked in public view for more than 36 hours unless stored in a garage or behind a fence (and must not exceed 4 feet above a 6-foot fence). Commercial vehicles (as defined by California Vehicle Code) are prohibited on residential lots. Disabled/dismantled vehicles may not be stored in public view for more than 48 hours. Vehicles may not be parked on unpaved portions of a lot.
- Alternative dispute resolution: Before filing a lawsuit for enforcement of governing documents (when seeking declaratory or injunctive relief, or monetary damages under $5,000), the association or a member must submit to alternative dispute resolution (mediation, arbitration, etc.). Failure to comply may result in loss of the right to sue.
- What this document doesn't cover: This is a partial compilation—not the full CC&Rs or bylaws. It does not specify rules about pets, leasing/rentals, age restrictions, insurance, or common area use beyond what is mentioned in the vehicle and fine schedules.
