What Castilleja Del Arroyo Homeowners Association's governing documents say
Castilleja del Arroyo is a condominium community in Livermore, CA — you own your individual unit and share ownership of the building's common areas, which the association maintains and insures. This 2025 Rules & Policies Handbook is a plain-language summary of the association's bylaws and CC&Rs, binding on all homeowners, tenants, and guests. It covers day-to-day rules for noise, pets, parking, use of the pool, and architectural changes, but does not include dispute resolution procedures, dues amounts, or the full legal text of the governing documents.
- Leasing & rentals: Lease/rental agreements must be for at least 90 days. Owners must provide tenants with the governing documents, include a tenant agreement to abide by them, and submit a signed copy with tenant contact info to the HOA within 10 days of signing.
- Occupancy limits: The maximum number of occupants per unit is two per bedroom plus one. A 1-bedroom unit allows up to 3 people; a 2-bedroom allows up to 5; a 3-bedroom allows up to 7.
- Insurance: The HOA carries master insurance for common areas and building structures but does not cover unit interiors or personal property. Unit owners must maintain personal liability and property insurance, and renters must have renters insurance. Owners must annually provide the HOA with their and their renters' insurance declarations pages.
- Noise & conduct: Sound must be kept reasonable to not disturb neighbors. Bicycles, skateboards, scooters, and similar devices are prohibited in common areas. No playing is allowed in parking lots. No nuisance, disturbance, or offensive activity is permitted. Owners and tenants are responsible for the actions of their occupants, guests, and invitees, and for repairing any damage they cause to common areas.
- Pets: Dogs must be leashed in common areas, pet waste must be promptly removed, and pets must not harass people or other animals. Vicious animals are prohibited, and the board may prohibit any animal it deems a nuisance.
- Parking & vehicles: Only allowed personal or commercial vehicles may park in the development. No parking in red zones or non-designated areas. Temporary parking in driveways is limited to 2 hours within any 24-hour period. Visitor parking requires a CDA Hang Tag between 5 PM and 7 AM, and one vehicle may not occupy a visitor space for more than 96 consecutive hours. Vehicles in violation may be towed after a warning.
- Architectural review & maintenance: No exterior changes or interior structural modifications may be made without prior written HOA approval. Rules cover windows (must be vinyl/fiberglass, white frame, dual-pane Low-E glass), front doors (solid-core fiberglass, painted approved color), security doors (black metal), sliding glass doors, balconies, back patios, landscaping, plumbing, electrical, and structural changes. The HOA maintains common areas, building exteriors, roofs, fences, and common utilities; owners maintain everything inside their unit including windows, sliding doors, water pipes, electrical wiring within walls, and interior fixtures.
- What this document doesn't cover: This handbook does not include dispute resolution procedures, dues/assessment amounts, the full legal text of the CC&Rs or bylaws, or details about the annual policy statement. It is a summary and may omit details found in those documents and California law.
