What Stanley Forest Homeowners' Association, Inc.'s governing documents say
This is a policy resolution for Stanley Forest Homeowners' Association, Inc., a standard single-family HOA in Woodbridge, Virginia. It outlines the formal process for residents to file complaints against the HOA or its volunteer Board members for alleged violations of law or regulations. The document itself does not contain the community's full rules—only the procedure for addressing certain types of complaints.
- Who can file a complaint & what it must be about: Any person can file a complaint alleging that the HOA or a Board member violated applicable law or regulations. Complaints about personal grievances (like noise or neighbor debris) should first be taken to county, state, or federal authorities. A complaint that does not allege a violation by the HOA or Board is not actionable under this policy.
- How to submit a complaint form: Use the official SFHOA Complaint Form. It may be mailed to P.O. Box 1941, Woodbridge, VA 22195; hand-delivered in person to the registered agent at 4689 Bonneville Lane, Woodbridge, VA 22193 (not left in a mailbox); or emailed as a PDF to the President, Vice President, Secretary, and Treasurer using email addresses from the HOA website.
- Response timeline & board review: The HOA must acknowledge receipt within 7 days after the next regular Board meeting following the complaint's receipt. The Board then reviews the form and may request additional info. If the complaint is complete and actionable, the Board aims to complete its review within 30 days. If the complainant fails to provide requested follow-up, the complaint is deemed closed.
- Decision meeting & final decision: After review, the Board schedules a hearing or meeting and sends written notice at least 14 days in advance. The final decision is issued in writing within 7 days of the meeting, citing relevant governing documents, laws, or regulations. The decision will include the HOA's CICB registration number (0550001449).
- Appealing an adverse decision: If the Board rules against the complaint, the complainant has 30 days from the decision date to file a Notice of Adverse Decision with the Virginia Common Interest Community Ombudsman. The filing must be on the Ombudsman's form, include supporting documents, and be accompanied by a $25 fee. Contact: Office of the Common Interest Community Ombudsman, 9960 Mayland Drive, Suite 400, Richmond, VA 23233, (804) 367-2941, [email protected].
- What this document doesn't cover: This policy resolution only covers the complaint procedure against the HOA or its Board. It does not include the community's full rules on topics such as property maintenance, parking, pets, leasing, architectural changes, assessments, or any other covenants or restrictions that apply to homeowners.
