What Rosehill Meadow Community, Association, Inc.'s governing documents say
Rosehill Meadow is a single-family home subdivision in Tomball, TX, governed by a homeowners association (HOA). The full rulebook is the Declaration of Covenants, but this set of documents is a collection of seven individual policies adopted by the HOA board, each covering a specific permitted use or improvement. These policies supplement the main Declaration and bind all lot owners.
- Flags & flagpoles: One flagpole per lot, either freestanding (up to 20 ft, requires ARC approval, preferred in back yard, but front yard OK if front setback is at least 15 ft) or mounted to the house (up to 5 ft, no ARC approval needed). Only US, Texas, and official military branch flags allowed. Flown US flag must be highest; flag must be on pole; pole must be removed from view when no flag is displayed.
- Standby generators: Permanently installed standby generators (defined as natural gas, LP, diesel, biodiesel, or hydrogen powered, minimum 7 kW output with sound-attenuating enclosure and transfer switch) require ARC approval. Preferred location is at side/back of home, outside easements and side setbacks; if that location is cost-prohibitive, a more lenient placement is allowed. Generators must be screened from street and neighbors if visible, and testing may only occur 10 am to 4 pm.
- Rain barrels: Rain barrels (rainwater harvesting systems) require ARC approval before installation. They are prohibited in the front yard, on association property, or in common areas. Visible barrels on side of house must be screened, commercial/professional grade, covered to prevent mosquitoes, and color-consistent with the home.
- Religious displays: Owners may display religious items. Small items (under 25 sq in) at the entry of the home are pre-approved; all others require ARC application. Items are prohibited if they threaten health/safety, violate law, contain offensive content, or are placed on association property, in rights-of-way, or on utility fixtures.
- Security measures: Security fencing (6 ft steel flat-top, black picket) is pre-approved; other security fencing requires ARC approval and consent of adjacent lot owners if on shared lot lines. Security cameras and lights may not be aimed at neighbors. The association disclaims all liability and owners must indemnify the association for any claims related to approved security measures.
- Solar panels & roofing: Solar energy devices (panels) are permitted on roof or in fenced yard, but must be on back roof slope unless a front-slope location would increase annual production by more than 10%. Frames, brackets, and visible piping must be silver, bronze, or black; panels must not extend higher than roofline. Approved roofing materials include wind/hail-resistant, energy-efficient, or solar-generating types that resemble the neighborhood's existing shingles.
- Swimming pool enclosures: A black, transparent mesh enclosure up to 6 ft tall is pre-approved. Other styles (e.g., glass, different colors) require ARC review. All enclosures must meet state and local safety codes.
- What this document doesn't cover: This collection of policies does not contain the full Declaration of Covenants, Conditions and Restrictions. It omits core community rules on assessments, leasing, pets, parking, landscaping, and common-area use. The reader must also review the main Declaration to understand the full set of HOA obligations.
