Saddlebrook (Schertz) Homeowners Association, Inc. is a standard single-family HOA in Schertz, TX. This document is a 2024 Board Resolution that adopts a set of administrative policies and guidelines covering records, fines, flags, solar panels, and other common HOA issues. It does not replace the underlying Declaration of Covenants, Conditions, and Restrictions, and most rules governing daily life (e.g., architectural standards, parking, pets) are referenced only in passing.
- What the Resolution does: The Board adopts eleven specific policies and guidelines, effective upon recording. These include rules for copying records, document retention, payment plans, flag displays, solar energy systems, rainwater recovery, religious items, pool enclosures, security measures, enforcement and fines, and the setting of annual assessments and fees.
- Annual assessments & fees: The Board sets the annual assessment at $450 ($112.50 per quarter). A working capital fee of $500 applies, and the charge to produce a resale certificate is up to $375.
- Records access & copying: Owners may request inspection or copies of association records. Copies cost $0.10 per page; labor and retrieval charges apply after 50 pages or if records are in multiple buildings. The association must respond within 10 business days.
- Enforcement & fines: Fines start at $25 per violation and increase to $50 every 30 days until cured. The board may adjust fines case by case. Fines become a lien on the property.
- Flag display rules: Only the U.S., Texas, and official U.S. armed forces flags are allowed. Flags can be up to 3' by 5'. A free-standing flagpole requires architectural approval, may be up to 20' tall, and must meet setback and distance requirements. Attached flagpoles are limited to one per street-facing side and one on the rear.
- Solar energy devices: Solar devices may be installed only on the roof (must match roof slope and be least visible from street) or within a fenced yard/patio (no higher than fence). Requires architectural approval. Devices must not reduce annual energy production by more than 10% compared to an alternative roof location.
- Rainwater recovery systems: Rain barrels and harvesting systems require architectural approval. Components must be screened from public view unless a barrel is under 55 gallons and placed close to the dwelling. Overflow must not affect adjacent properties.
- Swimming pool enclosures & security measures: Pool enclosures can be transparent mesh/metal frames up to 6' tall and black in color; they cannot be prohibited if they meet safety codes. Security measures (cameras, fencing, etc.) require approval but cannot be banned outright; the association can restrict camera placement to owner's property and regulate fencing types.
