Princeton Villas of Monte Carlo is a standard single-family homeowners association (HOA) in Princeton, TX. The documents shown are a mix of a management certificate, resolutions establishing rental and leasing administration rules and fees, and an amended covenant enforcement policy with a fining schedule. They bind all homeowners.
- Leasing & rentals: Resolutions from 2024 and 2025 establish that homeowners must submit leasing-related documents (lease, occupant info, governing document acknowledgment) and pay an annual rental registration fee of $125, due when a unit is first rented and each year thereafter while rented. This fee may be changed by the Board.
- Fines & enforcement: The association can impose fines up to $500 per violation, for curable or uncurable violations. Curable violations include architectural, parking/vehicle, pet/animal, drainage, rules & regulations, and all other violations. Uncurable violations include fireworks, threats to health/safety, noise, property damage, and garage sales. Repeat offenders may be fined again every 15 days until cured.
- Transfer & closing fees: When a home is sold, the association charges: new owner account setup $45, working capital fee $100, resale certificate $375 ($75 update), legacy account closure fee $220, refinance statement $75. Expedited resale certificates cost $175 for 1-day or $120 for 3-day delivery.
- Hearing & appeal process: Owners may request a hearing before the Board to dispute a violation notice. The association must provide a packet of documents 10 days before the hearing, and the owner gets an automatic postponement if not. Both sides present, and an audio recording is allowed.
