What Red Hills Townhomes Association, Inc.'s governing documents say
Red Hills Townhomes is a planned townhome community in Plano, Texas, governed by an HOA that sets and enforces rules for the common areas and properties. The documents here are a collection of policies and amendments, not the full rulebook, but they show key rules on fines, parking, religious displays, rainwater systems, and board elections.
- Rule enforcement & fines: The HOA sends a courtesy notice giving 10 days to fix a violation, then a formal notice of violation, and finally a final notice with fines. Fines for architectural control committee (ACC) violations start at $100 and increase to $500; all other violations are $30 per occurrence. Fines become a personal debt of the owner and can be collected as an assessment.
- Parking & vehicles: Each owner/resident gets one parking pass, limited to a garage and driveway, with no parking allowed for more than three vehicles. Visitor spaces require a pass; vehicles without passes may be tagged and towed at the owner's expense.
- Architectural review: The rainwater harvesting system policy requires prior ACC approval. Systems must match the home's color scheme, cannot include advertising, and must be placed to minimize visibility from streets or common areas. Installation must start within 30 days of approval or the owner may need to modify or remove the system at their own cost.
- Religious displays: An owner or resident may display religious items on their entry door or door frame, as long as the total display size does not exceed 25 square inches and the items do not threaten public health, violate law, or contain graphics/language that is not protected or extends past the door frame.
- Board elections: If a quorum is not reached at the annual meeting for electing directors, the members present in person (including by other legal means) will constitute a quorum for that purpose, and a special meeting will be held without new notice beyond what was already sent.
- What this document doesn't cover: These are partial documents — amendments, policies, and filing notices — not the full declaration or bylaws. Topics like assessment amounts, pet rules, rental restrictions, and age requirements are not provided here.
