What Kingwood Glen Village Community Association, Inc.'s governing documents say
This is the master declaration for Kingwood Glen Village, a large mixed-use planned community in Houston that includes single-family homes (Standard, Patio Home, and Townhouse lots), apartments, and commercial tracts. The document binds all owners and residents to a uniform set of covenants, conditions, and restrictions designed to preserve community values.
- What you own & maintain: You own your lot and residence in fee simple, and are responsible for all buildings, landscaping, and utilities on your lot. The association owns and maintains the Common Open Areas (greenbelts, parks, entry markers, perimeter walls) and pays for common utilities and insurance.
- Assessments & fees: Annual assessments start at $325 per lot or commercial unit and $217 per apartment, and can increase annually by the CPI change or 15% (whichever is greater) without a membership vote. Special assessments require a two-thirds vote. Delinquent payments accrue 12% interest and become a lien on the property.
- Architectural review: All new construction, exterior changes, fences, landscaping, and color changes require prior written approval from the Architectural Review Committee. If the committee does not act within 45 days of submission, approval is deemed given. The committee can require removal of unapproved structures at the owner's cost.
- Use restrictions for residential lots: Lots are for single-family residential use only. Standard lots must have at least 1,300 sq ft of living area, Patio Home and Townhouse lots at least 1,100 sq ft. No temporary structures, recreational vehicles, mobile homes, or outbuildings as residences. Garages cannot be converted to living space. Home businesses are allowed only with association registration and must not create traffic, signs, or exterior evidence.
- Pets: Dogs, cats, and common household pets are allowed, but no more than two of each category. Animals cannot be kept for commercial purposes, must not be a nuisance, and must be leashed when off the owner's lot.
- Parking & vehicles: No inoperative vehicles, boats, trailers, RVs, or motorcycles may be parked on public streets, front yards, or driveways for more than 48 hours without being screened from view. Eighteen-wheelers and large commercial vehicles are prohibited except for deliveries. All parking must be in garages or behind solid fencing.
- Leasing & rentals: Leases are not directly addressed in this document. However, tenants may use common areas as delegates of the owner, and owners remain liable for assessments. Check for supplemental declarations or rules regarding lease terms, registration, or minimum lease durations.
- What this document doesn't cover: This excerpt does not include details on rental/lease restrictions, specific pet weight or breed limits, pool or recreational facility rules, or enforcement procedures beyond liens and fines. It also does not specify the association's insurance requirements for individual owners or provide a complete list of rules (which may be in supplemental declarations or rules and regulations).
