The Villages Homeowners' Association, Inc. (VHOA) in Flint, TX is a single-family home community. This document is a building requirements packet for owners who want to construct a new home or perform major remodeling — it does not state the full community rules for day-to-day living (e.g., pets, parking, noise).
- Architectural review & approvals: All new construction and remodeling projects must be approved in writing by the Architectural Control Committee (ACC) before any site work begins. The review process can take up to 30 days per submission and includes four required inspections: site-survey, pre-pour/setback, random on-site reviews, and a final project review.
- Minimum living space (by village/unit): Heated and cooled living area requirements vary by subdivision — for example, 1,800 sq. ft. in Clearlake Village and Meadowlake Village Unit 1, 2,600 sq. ft. in Highland Lake Village and Meadowlake Village Unit 1, and 1,650 sq. ft. in Meadowlake Village Unit 2. Garage and workshop space do not count toward the minimum.
- Construction fees: A non-refundable fee is due with the building packet. For new construction, the base fee is $5,000, discounted by $200 per year of lot ownership (minimum $3,000). For room additions or remodeling, the fee is $1,000 but may be waived if the owner completes an ACC Agreement of Liability form.
- Construction time limit: All construction, including garage and driveway, must be completed within six months from the date of pre-pour and setback approval. Construction must start within 30 days after that approval. The association can extend the deadline for circumstances outside the owner's or builder's control.
- Exterior materials & appearance (brick/stone, roof, siding): At least 50% of the front exterior walls and at least 50% of the remainder of exterior walls that could be bricked must be covered with approved brick or stone. Roof pitch must be at least 4/12, with materials like composition laminate shingles, clay tile, or architectural metal panels having a 25-year minimum warranty and Class A fire rating. Standard Mexican brick is not allowed.
- Garage & driveway requirements: Every lot must have a garage that accommodates at least two cars side-by-side, built with a reinforced concrete floor over a moisture barrier, and an approved garage door. A paved driveway (asphalt or reinforced concrete) must extend from the street pavement to the garage. If the driveway crosses a drainage ditch, a minimum 12-inch diameter culvert is required.
- Tree removal & site preparation: No trees over 4 inches in diameter may be cut or removed until a water meter is installed and an ACC Site-Survey Approval is issued. Trees to be removed must be marked with bright ribbon. Trees within approved foundation, driveway, walkway, or sewage system boundaries do not need to be marked.

It does not specify ongoing HOA rules about pets, parking, noise, landscaping maintenance, leasing, or other day-to-day living restrictions.
