Los Lagos HOA Phase V is a single-family home subdivision in Edinburg, TX. The governing document is a detailed declaration of covenants, conditions, and restrictions that applies to lot owners in Phases V "A" and "B."
- Home construction & size: Single-family homes only, minimum 1,600 sq ft living area (one-story) or 1,400 sq ft ground floor (two-story). Exterior walls must be stucco, brick, or stone; roofs must be 30-year composition, cement tile, clay tile, or standing seam metal. Construction must be completed within 365 days.
- Architectural review: All construction, fences, landscaping, and exterior changes must be approved in writing by the Architectural Control Committee (ACC). Plans and specs must be submitted; if the ACC doesn't act within 30 days, approval is not granted. The ACC has broad discretion.
- Fences & walls: Front fences: stucco matching the house, 6–7 ft tall with optional 6-inch cap. Side and non-fairway back fences: horizontal cedar or treated pine, 5–6 ft tall. Fairway lot back fences: black metal (aluminum/wrought iron), 4–6 ft tall.
- Yards & landscaping: Lawns must be Tifway 419 Bermuda grass with a functioning sprinkler system. Front yards need professional landscaping including two live oak trees (2-inch diameter, 10 ft tall) plus one blueberry tree or two foxtail palms. Owners must maintain all vegetation.
- Parking & vehicles: No trucks over 3/4 ton, boats, trailers, or unlicensed vehicles parked on lots except in a closed garage. On-street parking limited to 12 hours in 24. No parking on front or side lawns. Vehicle maintenance on streets prohibited.
- Animals: No more than two dogs and two cats (total four) per household; no pit bulls or Rottweilers allowed. Animals outside a fenced area must be leashed.
- Assessments & fees: Annual assessment initially $275, adjustable up to 50% per year without board vote. Special assessments may be levied for capital improvements. Vacant lots pay $35/month until construction begins. Resale certificate fee: $75.
- Leasing & rentals: All lease agreements must comply with the declaration. Owners are responsible for tenant compliance with all rules.
