Raintree is a standard single-family homeowners association (HOA) in York, PA. These Residential Improvement Guidelines and Restrictions are a rulebook for homeowners, detailing what exterior changes you can make to your property and when you need prior approval from the Architectural Standards Committee (ASC). The document also includes a separate Swimming Pool and Hot Tub Policy.
- Architectural review: You must get written approval from the Architectural Standards Committee (ASC) before starting any 'Improvement' (broadly defined as any building, fence, wall, sign, deck, patio, shed, mailbox, landscaping, or other structure). Exceptions: general maintenance and repair, and certain pre-approved items listed in the guidelines. The ASC must act on your application within 60 days of receiving all required materials.
- Fences: All fences require ASC approval. Three types allowed: privacy fences (max 6 ft, only around a patio or deck), semi-private fences (max 6 ft, rear yard only, 2-4 inch slat clearance), and decorative fences (max 4 ft). Metal, wire, and chain-link fences are prohibited. Fences must have the finished side facing out.
- Swimming pools & hot tubs: Above-ground and in-ground pools require Township approval before ASC submission. Pools must be enclosed by a 4-ft fence (or a pool-side fence for above-ground pools, 4-6 ft high). No pools in front yards. Children's pools (wall height under 18 inches, circular up to 10 ft diameter or rectangular up to 6x10 ft) are allowed without prior approval. Hot tubs must be in the rear yard and covered when not in use.
- Pets & animals: Dog houses require ASC approval and must be in the rear yard, abutting the house, with visual screening. Kennels for commercial purposes are not allowed. Owners are responsible for pet damage to common areas and for controlling excessive barking.
- Signs: Only four types of signs allowed: temporary real estate signs (max 6 sq ft), political signs (removed within 5 days after election), contractor signs (max 6 sq ft, removed within 4 weeks of project completion), and one permanent non-commercial sign (max 3 sq ft, placed within 2 ft of the house).
- Parking & vehicles: Carports are not permitted. Car covers require ASC approval, must be vehicle-specific, solid neutral color, and well-maintained; covered vehicles must be parked in the driveway.
- Business activity: Home occupations are allowed only if there is no external evidence (no signs, noise, traffic, or other nuisances). The ASC determines compliance based on trash, sound, odor, traffic, vehicles, parking, deliveries, and employees.
