What Weavers Pond Homeowners Association Inc's governing documents say
Weavers Pond is a planned residential community in Zebulon, NC, governed by a homeowners association. It includes single-family detached homes and townhomes, each with distinct maintenance responsibilities and assessments. All residents must follow the rules in this governing document, which is binding on owners, tenants, and guests.
- Community & property type: This is a planned community under the North Carolina Planned Community Act. It has single-family lots (detached homes) and townhome lots (attached homes with party walls). Owners hold fee simple title to their lot; common areas are owned or held by the association for shared use.
- What you own & maintain: Single-family lot owners are responsible for all maintenance on their lot, including drainage and improvements. Townhome owners are responsible for interior items, HVAC, exterior light fixtures, and sewer lines behind the clean-out; the association maintains roofs, gutters, exterior surfaces (except entry doors, garage doors, exterior glass, and decks), landscaping, and driveways up to the garage door face.
- Leasing & rentals: Owners may lease their lot only with board approval (except Declarant or approved builder). The board determines emergencies or undue hardship on a case-by-case basis. Tenants have the same common area use rights as owners but must follow all rules.
- Architectural review: All new construction, modifications, and alterations require prior written approval from the Architectural Control Committee (ACC). This includes fences, shrubs, outbuildings, yard art, awnings, flagpoles, above-ground pools, and window treatments. Chain-link fencing is prohibited. No outdoor laundry lines or drying are allowed.
- Parking & vehicles: Maximum 4 vehicles per household, with no more than 2 parked outside the garage. No boats, trailers, RVs, campers, or commercial vehicles may be stored on the property. Inoperative vehicles, vehicle repairs on driveways (except emergencies), and overnight street parking are prohibited unless allowed by rules and regulations. Fines up to $100 per day for violations.
- Pets: Up to 3 household pets (dogs, cats, etc.) are allowed, but not for commercial purposes. Animals must be leashed when outside (except cats), and owners must clean up feces. The board may adopt stricter pet rules, but current pets at time of rule change are grandfathered. Animals that are an unreasonable nuisance may be required to be removed.
- Use restrictions & nuisance: All lots are for residential use only; businesses must be compatible with the neighborhood and not burden traffic or parking. No unlawful, noxious, or offensive activity is permitted. Trash must be kept in screened containers. Grass, shrubs, and hedges must be kept trimmed. Burniing debris is prohibited unless permitted by authorities.
- Enforcement & fines: The association may impose fines up to $100 per day for violations after a 15-day notice and opportunity for a hearing. It may suspend voting rights and common area access (except drainage and lot access) for nonpayment or rule violations. Self-help remedies (e.g., towing vehicles) are also allowed.
