It binds the Chapel Townes Townhome Association, Inc. and all lot owners to maintain the community's stormwater drainage facilities in perpetuity, as required by the City of Raleigh. It does not contain the community's main rules (e.g., architectural limits, pet rules, leasing restrictions).
- Stormwater maintenance obligation: The Association (or a designated commercial lot owner) must maintain all stormwater control facilities — ponds, drains, swales, filters, etc. — per a City-approved Operations & Maintenance Manual and Budget.

- Perpetual term and amendments: The covenant runs with the land forever. Amendments require City approval and, after the developer phase, consent of two-thirds of lot owners.
- Restrictions on undisturbed open space: Areas shown on the plat as 'permanently protected undisturbed open space' may not be disturbed, built on, or cleared without a City watercourse buffer permit.
