Normandy Place is a single-family-home HOA in Leawood, KS. These are the association’s bylaws — they govern how the HOA is run, who can vote, and how meetings, records, and rule changes work. They apply to all owners, occupants, and anyone using the community’s facilities.
- Voting rights & meetings: Each lot gets one vote; owners can vote in person or by proxy. Annual meetings are held in early November. A 'majority of owners' (51% of votes) is a quorum. Owners with 10% of the votes can call a special meeting.
- Board of Directors: The board has 1 to 5 directors, all of whom must be lot owners. Directors are elected at the annual meeting and serve until their successors are elected. The board handles maintenance, assessment collection, and rule enforcement.
- Access to records: Owners can inspect and copy most HOA records (financials, minutes, contracts, member list) upon 10 days’ written notice. The HOA can charge a reasonable fee. Some records (personnel, litigation, attorney communications) may be withheld.

- Rulemaking & restrictions: The board can adopt rules only to implement the Declaration or regulate behavior that affects other owners or common elements. Rules must be reasonable. Owners can peacefully assemble on common elements. The association can't prohibit U.S. state flags or certain signs — but can regulate time, place, size, and number.
- Amending the bylaws: Bylaw amendments require approval by at least two-thirds (2/3) of all lot owners at a properly noticed meeting.
- What this document doesn't cover: These bylaws do not cover pet rules, leasing restrictions, architectural standards, parking, or fee amounts — those would be in the Declaration of Covenants, Conditions, Restrictions and Dedication of Easements (the ARD), which controls if there's a conflict.
