This is a bylaws document for the Homeowners' Association of Cypress Lakes, a standard single-family HOA in West Palm Beach, Florida. - Member meetings & voting: Annual meetings are held in November. Special meetings can be called by the board or by members holding 1/4 of the votes. Written notice is given 15–90 days in advance. - Board of Directors: Before turnover (when the developer controls), there are 3 directors appointed by the developer. Directors serve staggered 3-year terms, elected by secret ballot with one vote per lot per vacancy.
- Assessments & budgeting: The board adopts an annual budget and sets assessments. Each member must pay assessments, which are secured by a lien on the lot. Delinquent assessments bear interest at the highest legal rate, and the association may foreclose or sue the owner personally. Notice of assessments must be sent at least 30 days before the due date.
- Association records & inspections: Official records (bylaws, declaration, minutes, member roster, insurance, contracts, financials, etc.) must be kept in Florida and are open for inspection and copying by members within 10 business days of a written request. The association may charge copying fees.
- Amending the bylaws: Before turnover, the developer (Class B member) can amend without member consent. After turnover, the board can amend by a majority vote. Amendments need only be filed in the minute book, not recorded in public records. If FHA/VA insures any mortgage, their prior approval is required while the Class B membership exists.
