This document is the Rules and Regulations for the Palm Estates at Madison Green Homeowners' Association, a single-family home community in Royal Palm Beach, Florida. It is subordinate to the Madison Green Master Association, meaning homeowners must comply with both sets of rules. The rules cover day-to-day life in the community—parking, pets, landscaping, architectural changes, rentals, and more.
- Architectural review: Any exterior changes (size, materials, colors, landscaping, etc.) require written approval from the Palm Estates HOA and the Madison Green Master Association ARC. The HOA must respond within 30 days of a complete application; if no response, the request is deemed approved (except if the homeowner's account is not in good standing, in which case only painting or landscape projects may be approved). Approved projects must be started within 6 months, and the homeowner must provide written notice of completion.
- Parking & vehicles: Only passenger vehicles (automobiles, vans with permanent rear seats/side windows, pickup trucks ½ ton or less) may be parked outside overnight. Prohibited: trucks >2 axles, commercial lettering, panel vans, RVs, campers, trailers, boats, golf carts, ATVs. No more than 3 approved personal vehicles may be parked outside overnight; street parking is not allowed 12:01 AM–6:00 AM. Vehicles must be registered, insured, in good condition, and cannot have a current license plate or be inoperable for more than 24 hours on the driveway. Motorcycles and mopeds must be street-licensed and have noise-muffling equipment.
- Pets: Only common household pets are allowed, with a limit of 2 cats and/or dogs per unit. Pit bull terriers are specifically prohibited. Pets must be on a leash or carried when outside the home or fenced yard, and may not stray onto other lots. The association can require immediate removal of any pet for rule violations.
- Leasing & rentals: All leases must be in writing and copies given to the HOA before tenant occupancy. A $150 processing fee and a $3,000 refundable security deposit are required. Leases must be for at least 3 months, and no homeowner may lease their home more than 2 times in any 12-month period. Subleasing is prohibited. Tenants must complete an Application for Occupancy and meet with the association or its agent. The association has the right to terminate or evict for rule or document breaches.
- Landscaping & outdoor maintenance: Landscaping changes require HOA approval. Homeowners must maintain their lot and the swale (grass area between sidewalk and street) in first-class condition—mowing, watering, trimming, fertilizing, weed/pest control. All homes must have 3 palm trees in the front; replacements must be queen, royal, foxtail, or similar type with gray wood at least 4 feet. Artificial grass/plants are prohibited outside. Privacy hedges are allowed only on side or rear, with a 10-foot setback from the front of the house, and must be maintained at a maximum height of 6 feet.
- Fences: Fences in front of homes are not permitted; any fence/gate must be set back at least 10 feet from the front of the house. Only 4-foot bronze aluminum rail fencing is allowed, with approved hedge material on interior side property lines (2-foot setback, not to exceed 6 feet). No privacy fencing is permissible on golf, lake, or preserve/littoral lots. Fences must be maintained in good condition.
- Signs, flags & antennas: Signs visible from the exterior are generally not permitted, except for small alarm company signs (placed near landscaping). Satellite dishes are allowed if located no more than 1/3 from the rear of the home and not exceeding 39 inches in diameter, but still require architectural review. Flags up to 4.5 ft x 6 ft of certain types (U.S., Florida, military) are allowed; a flagpole up to 20 feet is allowed if it doesn't interfere with sightlines or easements, and must be illuminated if flown after dark.
- Outside storage & structures: Personal property must be kept inside the unit or in a fenced/walled yard, except for tasteful patio furniture, BBQ grills, approved playground equipment, and similar items kept in the rear. No portable buildings, sheds, tents, or above-ground swimming pools are allowed without express written consent. Playground equipment requires HOA approval and a building permit, must be anchored, and must be stored indoors during hurricane warnings if not anchored.
