What The Towers Condominium Association's governing documents say
The Towers is a condominium community in Washington, D.C. — you own your individual unit and share ownership of the building's common elements, which the association manages and insures. These Rules and Regulations apply to all unit owners, tenants, and their guests. The rules cover everything from daily unit use and parking to pool access, pet restrictions (no pets except approved assistance animals), and leasing limitations (units may be leased only once per 12-month period, and owners must own for at least one year before leasing).
- Pets & assistance animals: No pets of any kind are permitted in any unit or on condominium property. Assistance animals for persons with disabilities are allowed only after receiving written permission from the Board and registering with the Management Office, with documentation including a photo, proof of inoculations, and a signed healthcare provider statement.
- Leasing & rentals: Residential units may be leased only once in a 12-month period. An owner must own a unit for at least one year before leasing it. No subleasing is allowed. Owners must deposit $500 per tenant into a Tenants Liability Fund, which can be used to cover tenant-caused damage or rule violations. A Towers Lease Addendum form must be used for all leases.
- Pool access & rules: The pool is open only when a lifeguard is on duty. Residents must have a current resident ID and sign a liability waiver. A maximum of four guests per unit per day are allowed with a purchased guest pass. Loud noise, diving, glass containers, and alcoholic beverages are prohibited. Children under 15 must be supervised by an adult at all times.
- Parking & vehicles: Only registered, licensed passenger automobiles, motorcycles, and scooters may be parked in numbered spaces. No trailers, commercial vehicles, boats, or campers are allowed. Residents must register vehicles with Management and display a permit. Vehicle maintenance is limited to emergency repairs; washing, waxing, and oil changes are prohibited. Bicycles must be registered and stored only in designated racks or a locked storage room (annual fee of $25 for storage room space).
- Architectural control & renovations: No structural alterations or changes to electrical, heating, cooling, or plumbing systems may be made without written Board consent. Major interior renovations must be filed with Management for approval, must occur during business hours (9am–5pm weekdays, 9am–3pm Saturdays), and any damage is the owner's responsibility.
- Balconies & terraces: Barbecuing, storage, and hanging items on railings are prohibited. Smoking is permitted only if it does not cause noxious odors to infiltrate neighboring units. No objects may be thrown from balconies. Plants and furniture must not exceed the interior confines of the balcony, and watering must not drip onto lower balconies.
- Noise & daily conduct: Residents must keep sound levels low, especially between 9pm and 8am. At least 75% of floors must be covered with rugs and padding. Trash must be bagged and taken to trash chutes; recycling is required. No clothes may be shaken from windows, balconies, or hallways. Prohibited: individual washers/dryers, hot tubs, security doorbell cameras, and commercial business use.
