What Park Villa Homeowners, Inc's governing documents say
Saunders Park Villa (in Denver — note the document text references Bakersfield but the community name and the user-provided location imply a separate HOA; this document is a Rules and Regulations summary for a condominium association. You own your individual unit and share ownership of common elements, and the association’s authority comes from the governing documents. This list is not all inclusive, and other rules may apply. Owners are responsible for their guests, including renters/tenants.
- Conduct & noise restrictions: All persons must behave in a socially acceptable manner. Quiet hours are 9:00 PM to 7:00 AM. Loud auto or motorcycle exhaust/sound systems are not allowed. No loitering, drug use, gangs, or criminal activity. Children must be supervised and should be indoors by 10:00 PM per local curfew. No alcohol in common areas.
- Parking & vehicles: Vehicles must be parked in assigned areas with current registration displayed; unauthorized vehicles may be towed. Only passenger cars and pick‑ups of one ton or less are permitted (no trucks larger than that). Driveways are fire lanes for loading/unloading only; parking there risks towing and fines. No car washing, mechanical repairs, or oil changes in garages or common areas.
- Pets & animals: Only personal household pets and assistive animals are allowed. Pets must be on a leash in common areas and kept under control, cleaned up after, and not allowed to roam. Outside of condos, the text mentions no animals except those assisting the disabled and personal household pets.
- Architectural review & appearances: No improvements, enhancements, or construction without prior written approval from the Association’s Architectural Control Committee. Window coverings must be drapes, curtains, vertical or mini blinds in light tan or off‑white. Metal security screen doors must be black. No furniture outside the unit. Personal property on patios/balconies must not be visible from common areas; patios/balconies are not for storage. Heavy items that may damage the roof are not allowed on balconies. Satellite dishes may only be installed on the fascia board at the back of the unit (not on the roof); all wiring must run inside the building.
- Signs & displays: No signs in public view except those approved by the Association (for‑sale, for‑rent, and political signs are allowed within the unit), and no personal items or messages in windows. Maximum sign size is 18" x 24". No outside displays except permitted yard sales: twice a year, on the first full weekend in April and October.
- Fines & enforcement: The Association may issue fines for violations: 1st offense — courtesy warning; 2nd offense — $100; 3rd — $150; 4th — $250; each additional — $100. Complaints must be submitted in writing and signed by the homeowner. The text also references an Alternative Dispute Resolution requirement before filing certain lawsuits and the right to receive Board meeting minutes for a $1.00 per set fee.
- What this document doesn't cover: This is a summary of rules and regulations, not a complete set of governing documents. It does not include specific assessment amounts, unit maintenance obligations, insurance requirements, leasing term minimums, or detailed common element definitions. The authority comes from the Articles of Incorporation, Bylaws, and Declaration of Covenants, Conditions, and Restrictions, which are not included here.
