Keene Ranch is a standard single-family homeowners association (HOA) in Castle Rock, CO. These Rules and Regulations apply to all Unit Owners (homeowners) and govern day-to-day living, property use, and construction. The rules are detailed and extensively cross-reference the community's Declaration, Douglas County regulations, and Colorado law.
- What you own & maintain: You own your Unit (the lot and home) and are responsible for all maintenance and improvements on it. The HOA maintains common elements (not detailed here) and enforces all rules. You must comply with all federal, state, and county laws, and hold the HOA harmless for any violations.
- Architectural review (ARC): All exterior changes—including home construction, additions, fences, driveways, landscaping, solar panels, flagpoles, and play equipment—require prior written approval from the Architectural Review Committee (ARC). Submit a paper copy and PDF with detailed plans, material samples, and site staking. The ARC has 30 days after confirming a complete submittal to respond; if no response, the request is deemed approved. Denials can be appealed to the HOA Board, which has 30 days to decide. Construction must begin within one year of approval and be completed within 15 months.
- Architectural design & materials: Homes must have at least 2,500 sq ft of finished floor area (minimum 1,250 sq ft on ground floor). A-frames, geodesic domes, and manufactured units are prohibited. Exterior materials must be stone, rock, stucco, natural wood, brick, or hardboard—metal walls are banned. Colors must be muted earth tones (no black, white, or bright colors). Roofing materials must be fire-rated; wood shingles and shakes are not allowed. Height limit: average 35 feet measured from finished grade to ridge.
- Outbuildings & structures: Allowed outbuildings: barns, detached garages, greenhouses (max 1,500 sq ft footprint), home offices, and guesthouses (750–1,500 sq ft). Maximum two outbuildings per Unit. Guesthouses cannot be rented separately. All outbuildings must be permanent (concrete foundation or anchored posts) and match the home's materials/colors. Carports, temporary structures (sheds, trailers, tents) are prohibited.
- Fencing & dog runs: Allowed fencing: 3-rail wooden post-and-dowel (max 48 inches tall) and painted metal pipe corral/paddock fencing (max 48 inches). No wire mesh except in specific dog run configurations. Dog runs must be on a concrete pad, enclosed by 6-ft chain link (max 300 sq ft), or use expanded/large-area designs with invisible fencing—all require ARC approval. No fencing in drainage or equestrian/pedestrian easements.
- Pets & equine animals: Household pets (dogs, cats, small birds, potbelly pigs) allowed, subject to Douglas County limit of four animals over four months old per residence. No kennels or commercial activities. Equine animals (horses, mules, donkeys) limited to 4 animal units per lot (e.g., 4 horses, or 16 miniature horses). Barns must meet outbuilding requirements. All animals must be controlled and leashed off-property; nuisance animals must be removed.
- Vehicles, parking & ATVs: Recreational motorized vehicles (ATVs, dirt bikes, snowmobiles) allowed only for agricultural/property maintenance or occasional incidental use—no tracks. 'Regularly kept' vehicles (kept outside garage/outbuilding for more than two weeks per year) are subject to rules; exceptions for first responder vehicles and temporary parking of campers (72 hours loading/unloading). Construction vehicles must park within the Unit boundaries.
- Signs & flags: No signage visible to public view without ARC approval. Allowed: 'For Sale/Lease' signs (max 3x4 ft, one per road frontage), contractor signs during active construction (max 2x3 ft, removed upon occupancy), small security signs (max 10x14 in), and private notification signs (no trespassing, etc., max 10x14 in, ARC approved). Political signs allowed 45 days before election, removed 7 days after, max 24x18x18 in. Flags: U.S. flag, one state or military flag, and small service flags (9x16 in) displayed per code. Flagpoles max 35 ft, require ARC approval.
