- Who's subject to these rules: All present and future owners, tenants, occupants, and anyone using the privately owned sites must comply with the Community Declaration, Articles of Incorporation, and these Bylaws.
- Voting & meetings for owners: Each privately owned site gets one vote for electing a Delegate to the Community Association. Owners in Delegate Districts governed by a sub-association follow that sub's rules. Owners can vote in person or by proxy; proxies expire after 11 months unless stated otherwise.
- Delegate system: The community uses a Delegate system — Owners elect Delegates from their Delegate District, and Delegates cast votes at Community Association meetings (one vote per privately owned site in their district). Delegates must be owners or authorized agents of an entity owner. A Delegate's term runs until the next annual meeting or until a successor is elected.
- Board of Directors: The Board manages the association, has 5 directors (3 during Declarant control), and is elected by Delegates. Directors serve staggered terms: initially 1, 2, and 3 years, then 2-year terms. A 67% vote of Delegates present can remove a director (except Declarant-appointed ones). Directors are unpaid but may be reimbursed for expenses.
- Powers of the Board: The Board may adopt rules for use of property and personal conduct, suspend voting and recreational rights for non-payment or rule violations (up to 60 days), levy assessments, foreclose liens, and hire a manager. It cannot amend the Community Declaration, terminate the community, or elect Board members.
- Association records & access: Owners can inspect the Community Declaration, Articles, Bylaws, rules, and financial records during normal business hours. The association must provide a written statement of unpaid assessments within 14 days of a written request.
