What Torrey Hills Master Association's governing documents say
Torrey Hills is a large master-planned community in San Diego with a Master Association that oversees common areas and sets baseline rules for the entire development. Individual neighborhoods (Units) may have their own Subassociations with additional rules. This Master Declaration applies to homeowners within the annexed properties, who are members of the Master Association and pay assessments.
- Master community structure: Torrey Hills is a planned development with approximately 993 potential residences across 491 acres. The Master Association manages common property like open spaces, brush management areas, and entryways. Separate Subassociations may exist for individual neighborhoods, and the Master Declaration governs all annexed Units.
- Assessments & fees: Homeowners must pay regular and special assessments to the Master Association. Regular assessments can increase up to 20% per year without a membership vote; special assessments are limited to 5% of the budgeted gross expenses. Delinquent assessments accrue 12% annual interest and late charges, and can become a lien on the property.
- Use restrictions: Properties must be used for residential purposes only. No time-share projects, hazardous activities, temporary structures, or unsightly articles are allowed. Signs, animals, basketball hoops, sheds, and window coverings are regulated. Owners must comply with City of San Diego brush management and landscaping requirements.
- Architectural review: The Master Architectural Committee (MAC) reviews plans and specifications for exterior changes. Approval is required, and the MAC can set guidelines, require deposits, and grant variances. Views and privacy are not guaranteed.
- Leasing & rentals: This document does not specify a minimum lease term or renter restrictions beyond the general rule that tenants are not Master Association members. Refer to your Subassociation declaration for possible rental rules.
