This is a master-planned community (The Villages of Rancho Del Oro) in Oceanside, CA. These 'Supplementary Rules' supplement the recorded CC&Rs for all homeowners and occupants, covering use restrictions, architectural guidelines, and enforcement.
- Architectural review (ARC): Most exterior changes to your property—including paint, landscaping, fences, solar panels, and additions—require approval from your Village's Architectural Review Committee (ARC) before you start. Some items (like painting fences with a transparent stain that doesn't change the natural wood color, installing a white 5' or 6' privacy-style vinyl fence, or painting a house with the same color) are 'pre-approved' and don't need ARC approval.
- Parking & vehicles: Park all vehicles in your garage to the extent it was designed to accommodate. Extra vehicles can go in the driveway but must not block sidewalks or streets. No parking on lawns, in front of mailboxes, or on red curbs. Inoperable vehicles (except inside an enclosed garage) must be removed within 48 hours. Guest/street parking is limited to 72 consecutive hours.
- Signs: No signs may be attached to structures, trees, or poles. A 'for sale' sign may be placed on a colonial-style wooden post entirely on your property. Garage sale signs: post no more than 24 hours before, include the address, remove within 12 hours after, total 48 hours max. Political signs are allowed only on your own property.
- Pets: You are responsible for any unreasonable noise or damage your pet causes to the Master Common Area. The board can take corrective action per the rules.
- Trash containers: Trash bins must be completely screened from view from streets and neighboring properties. Plastic bins are preferred. They may be placed at the curb no earlier than 3:00 pm the day before collection and must be removed by 8:00 pm on collection day.
- Garages & driveways: Garage doors must stay closed except when entering/exiting, working inside, or for ventilation (open no more than 2 feet). Driveways must be kept free of stains larger than 5 inches in diameter (or 10 smaller stains in one area).
- Exterior lighting: New exterior lights must be UL-rated, low voltage, and concealing wiring. They must not shine onto neighbors' properties. Holiday lights may go up from Thanksgiving to January 15th. Permanent string lighting hidden behind trim needs a full ARC application and licensed installation.
- Penalties & enforcement: First violation warning with a time to correct. If not corrected, a $50 penalty applies. Each successive similar violation (or each month the same violation continues) is $100. The board can also start legal action at any time.
