Northridge Country Community Association, operating as Porter Ranch Estates in Los Angeles, is a homeowners association (HOA) that governs a single-family residential community. This document is its Rules and Regulations, a set of enforceable rules for homeowners, their tenants, and guests. It details permitted uses, prohibited activities, fines, and procedures for violations.
- Pets: Dogs and cats must be confined to your residence and leashed everywhere except the designated 'dog run' beyond the Sesnon tennis courts. Pets are banned from pools, the Jacuzzi, playground, basketball court, volleyball court, and tennis courts. Owners must clean up waste immediately; fines start at $100. Excessive barking is not allowed.
- Parking & vehicles: Street parking is allowed in front of your driveway but must face traffic and is banned on street-sweeping days. Vehicles not moved for over 72 hours may be cited and towed. The speed limit is 25 mph; reckless driving (including swerving, tailgating, failing to stop) can result in fines ($225 first offense) and guest access denial. Trailers, boats, RVs, and commercial vehicles must be stored out of sight.
- Recreational areas & pools: Pool hours are 6 a.m.–10 p.m. Sun–Thu, and 6 a.m.–12 a.m. Fri–Sat/holidays. No lifeguard is on duty. Alcohol, drugs, glass, smoking, and nudity are prohibited. Only battery-powered electronics are allowed; rafts/tubes are permitted only in the North pool if not crowded. Parties of 10+ need written approval from management at least 30 days in advance and must end by dusk; no more than one party per day.
- Signs: The only signs allowed without board approval are: one 'For Sale' or 'For Lease' sign in the front yard; an 'Open House' sign on the day of the open house (removed within one hour after); and, during board elections, each candidate may place up to two signs (max 3'x3') between the entrance gates and Tampa/Sesnon Boulevards.
- Nuisances & conduct: Homeowners are liable for damage caused by themselves, their household, tenants, or guests. Nuisances (including noise, obstruction, interference with enjoyment) are prohibited. Harassment or abuse of management or vendor personnel starts at a $100 fine and increases by $100 per subsequent occurrence. Firearms, explosives, hazardous substances, and any conduct raising insurance rates are banned.
- Violations, fines & appeals: Rules violations are cited by security or management. Homeowners receive a mailed notice of violation with a hearing date (30–60 days out). Fines for moving violations start at $225; pet waste at $100 first offense; vandalism at $500 plus 110% of repair. A hearing panel decides; homeowners may appeal to the board. Fines reset after three years without a similar violation. Non-monetary penalties (suspension of amenities, transponder, or voting rights) may apply.
- Common area & facilities rules: Bicycles, skateboards, and roller blades are prohibited on tennis courts, basketball court, and pool deck. Motorized vehicles are banned from sidewalks. Lethal weapons are prohibited in common areas. Dumpsters and portable storage units are limited to 7 days without written permission. Vandalism and graffiti are strictly prohibited and subject to fines.
- Trash & construction: Trash containers may be placed curbside no earlier than 6 p.m. the day before pickup and must be removed by noon the day after pickup. Construction is allowed Mon–Fri 7 a.m.–7 p.m., Sat–Sun 8 a.m.–6 p.m.
