What Elm Plaza Homeowners Association's governing documents say
Elm Plaza is a 29-unit condominium building in Long Beach, CA, governed by a homeowners association (HOA) with an elected board and volunteer oversight. The rules apply to unit owners and their tenants, spelling out day-to-day expectations for common areas, parking, pets, noise, and penalties.
- Parking & vehicles: Each unit has one designated parking space; no visitor parking in the garage without a permit (3 days/month max). No auto repairs, inoperable vehicles over 7 days, or parking in alleys.
- Pets: Pets must be attended and leashed in common areas; owners must clean up after them. Barking when you're not home is a rule violation.
- Rentals & owner responsibilities: Owners must provide tenants with these rules, collect a signed acknowledgment, and pay a $150 refundable deposit per tenant to cover potential common-area damage. Owners are liable for tenant violations.
- Key & building access: The HOA issues building and floor-access keys; a deposit of $75/key may be required, and replacement sets cost $100. The recreation room key is not lent out; you must reserve it 2 weeks ahead and leave a $150 deposit.
- Trash & cleanliness: All trash must be bagged and sealed before going down the chute in the rear stairwell. Kitty litter must be double-bagged. Boxes must be broken down. No trash accumulation on balconies or in common areas.
- Balconies & exterior appearances: Balconies may not be used for storage (including bikes or sporting equipment); items must not protrude above or be visible from common areas. Window coverings must be designed for that purpose—no towels or sheets.
- Noise & conduct: No disturbing noises or activities that interfere with other residents. Music, TV, and radios must be kept at a reasonable volume. No lounging or loud talking in common areas.
- Fines & penalties: Each separate offense (first through fifth) carries a $50 fine; false fire alarms incur a $150 fine. Fines must be paid within 30 days or incur a 10% late charge. Owners have one appeal to the board within 10 days of the penalty notice.
