Escondido Highlands (formerly Emerald Heights) is a single-family homeowner association (HOA) in Escondido, CA. This membership booklet compiles the HOA's rules and policies for residents, covering amenities, parking, rentals, pets, and enforcement. These rules supplement the more detailed CC&Rs; members and their tenants are responsible for following them all.
- Amenities & common areas: The community has a clubhouse (party room and conference room), pool/spa, gym, tennis courts, basketball courts, and tot lots. Each residence may bring up to 5 guests to recreational facilities. Pool/spa hours are 7 am–10 pm Sun–Thu, 7 am–11 pm Fri–Sat; gym hours are 5 am–10 pm Sun–Thu, 5 am–11 pm Fri–Sat.
- Leasing & rentals: Owners may rent their dwelling, but leases must be in writing for at least 30 days, must reference the HOA's governing documents, and must be provided to the management company. Tenants get common-area use privileges, but the owner remains responsible for tenant actions and violations. Tenants cannot rent the clubhouse unless the owner is present and signs the agreement.
- Parking & vehicles: Resident vehicles must be registered and display a decal/transponder. Overnight street parking (midnight–6 am) is prohibited without an approved exemption (requires proof that all garage and driveway spaces are full and that there is one licensed driver per vehicle). Commercial and recreational vehicles may park temporarily for up to 48 hours per calendar month; otherwise they must be garaged or obscured. Three parking violations in 12 months may lead to towing.
- Pets: No more than 2 dogs or 3 cats (or a combined total of 3) per lot, unless the board considers a higher number unreasonable. Animals must be leashed and under control at all times on common areas. Owners must immediately clean up droppings. Excessive noise is considered a nuisance.
- Fines & enforcement: Violations follow a progressive process: a written first notice, a hearing notice (at least 15 days before a board hearing), and then a hearing. Fines for a first offense range from $50–$250, and hazardous violations from $250–$1,000. Subsequent offenses double the fine. Four or more violations in 12 months may incur an additional $100 fine. The board may also suspend voting rights.
- Clubhouse rental: The party room costs a $200 non‑refundable fee plus a $500 refundable deposit (max occupancy 133/65 for sit-down dining); the conference room costs a $75 non‑refundable fee. A $1,000,000 insurance binder (naming the HOA and management) is required. Events must end by midnight. Weekday rentals require cleaning by the renter; weekend rentals include 3 hours of professional cleaning.
