Monarch Hills is a condominium community in Dana Point, CA — you own your individual unit and share ownership of common areas, which the association maintains. This document combines the community's rules and regulations with architectural guidelines. It is for anyone living in or considering a home here: it tells you what the association requires of you regarding everyday use of the property, parking, pets, and alterations.
- Common area use & property maintenance: Units must be used only for residential purposes. Owners are responsible for maintaining the unit interior in clean condition. Personal property may not be placed in common areas without Architectural Committee approval. Windows may be covered only by drapes, curtains, shutters, or shades — not foil, cardboard, paint, or sheets. Trash must be kept inside the unit until disposed of in the designated central containers. No toxic waste (paint, motor oil, batteries) or large furniture may go in the dumpster. Garage sales are not permitted in common areas.
- Parking & vehicles: Each unit gets one assigned carport space; remaining open spaces are for guests only, with a 72-hour limit. Vehicles must fit within the marked space. Commercial vehicles (over 3/4 ton or with work equipment), boats, RVs, trailers, and similar vehicles may not park overnight in the community. No storing anything in the carport except operable bicycles and motorcycles. No parking in front of garages. Violators may be towed without further notice; disabled vehicles are not allowed.
- Animals: No pets kept for commercial purposes. Pets may not be a nuisance — excessive barking or roaming cats are considered nuisances. Owners are liable for their pet's conduct. Pets must be on a leash held by someone able to control the animal, and waste must be picked up and disposed of sanitarily. Animals may not be tied to trees or stakes in common areas.
- Pool & spa use: Pool and spas are open during posted hours (if none posted, 6:00 a.m. to 11:00 p.m.). Orderly conduct is required — no running, noisy behavior, or games. Beverages must be in plastic, metal, or unbreakable containers; all trash must be removed before leaving the area.
- Clubhouse rental: The clubhouse is available by reservation only, made at least 72 hours in advance through the management company. A non-refundable $25 fee and a refundable $50 deposit (returned if left clean) are required. Reservations are for the clubhouse only; the pool remains open to all. A homeowner/lessee must be present during the function. For parties with guests ages 15–21, two adult supervisors (one the homeowner) are required. No guests may exceed 50 people. An alphabetical guest list must be provided 96 hours in advance. No alcohol may be served to anyone under 21. No DJ or amplified music is allowed. Furniture must not be removed and must be returned to its original position.
- Enforcement & fines: Violations: first notice is a courtesy 'Community Reminder'; second notice offers a hearing; third notice imposes fines. Fines are $50 for first minor violations, $100 for second and subsequent violations. Immediate $200 fines apply for vandalism, littering, climbing the pool fence or trees, graffiti, and disposal of toxic waste or furniture. Owners are responsible for their tenants' and guests' compliance.
