This is the Bylaws document for The Ranch at Long Mountain Homeowners' Association, a standard single‑family subdivision (not a condominium or townhome) near Kingman, Arizona. Homeowners in the subdivision automatically become members of the HOA and are bound by its rules regarding assessments, common area maintenance, insurance, and meeting procedures.
- What the association maintains: The HOA maintains the common areas: boulevard landscaping along Long Mountain Road, a neighborhood park (Parcel I), a utility easement (Parcel K), common ground‑level lighting, and any future amenities. It also pays for utilities (electric, water, natural gas) and management services (legal, accounting) for those areas.
- Assessments & fees: Each lot owner (except the Developer) must pay annual and special assessments. The Board can increase the annual assessment by up to 10% per year without a member vote. Special assessments require approval by two‑thirds of members voting at a meeting. Assessments are uniform per lot and can be billed monthly, quarterly, semi‑annually, or annually. Unpaid assessments become a lien on the lot and may be foreclosed. Late payments incur a $10 late fee and may bear interest up to 18% per year.

- Insurance: The HOA must carry property insurance on common areas (replacement cost), general liability insurance of at least $2,000,000, workers’ compensation, and, if the property is in a flood zone, flood insurance. The HOA also maintains fidelity bonds for all people handling HOA funds. Each owner is responsible for insuring their own lot and personal liability.
- Damage & rebuilding: If common areas are damaged, the HOA must repair or replace them promptly unless repairs would be illegal or owners owning 80% of lots vote not to rebuild. Insurance proceeds are used for restoration; remaining funds are distributed equally among lots.
- Amendments & conflict resolution: These Bylaws can be amended by the Board in accordance with applicable law. If a conflict exists with the Articles of Incorporation or the Declaration of Covenants, Conditions, and Restrictions, the Declaration controls.
